According to research conducted by the National Institute of Child Health and Human Development (NIHHD), American children are not receiving the foundation they need to master basic skills. While their global counterparts are excelling at math, science, and the adoption of multiple languages, the majority of American children are having trouble learning to read English. The Nation's Report Card: Fourth-Grade Reading 2000, released by the US Department of Education on April 6 2001, states that less than one third of the nation's fourth-grade students are proficient at reading. The results also pointed to a widening gap between the best and worst readers. Education Secretary Roderick Paige cited the new data as evidence that federal education policy has not addressed the needs of low-achieving students. " After decades of business-as-usual school reform, too many of our nation's children still cannot read," said Secretary Paige.

Math Magic
MathMagic is a K-12 telecommunications project developed in El Paso, Texas by Alan A. Hodson. It provides strong motivation for students to use computer technology while increasing problem-solving strategies and communications skills. The National Association for the Education of Young Children (NAEYC) is the nation's largest and most influential organization of early childhood educators and others dedicated to improving the quality of programs for children from birth through third grade.

Nation's Report Card
The National Assessment of Educational Progress (NAEP), also known as "the Nation's Report Card," is the only nationally representative and continuing assessment of what America's students know and can do in various subject areas. Since 1969, assessments have been conducted periodically in reading, mathematics, science, writing, U.S. history, civics, geography, and the arts.

Under the current structure, the Commissioner of Education Statistics, who heads the National Center for Education Statistics in the U.S. Department of Education, is responsible by law for carrying out the NAEP project. The National Assessment Governing Board, appointed by the Secretary of Education but independent of the department, governs the program.

NAEP does not provide scores for individual students or schools; instead, it offers results regarding subject-matter achievement, instructional experiences, and school environment for populations of students (e.g., fourth-graders) and subgroups of those populations (e.g., female students, Hispanic students). NAEP results are based on a sample of student populations of interest.

NEA Foundation for the Improvement of Education (NFIE)
