According to research conducted by the National Institute of Child Health and Human Development (NIHHD), American children are not receiving the foundation they need to master basic skills. While their global counterparts are excelling at math, science, and the adoption of multiple languages, the majority of American children are having trouble learning to read English. The Nation's Report Card: Fourth-Grade Reading 2000, released by the US Department of Education on April 6 2001, states that less than one third of the nation's fourth-grade students are proficient at reading. The results also pointed to a widening gap between the best and worst readers. Education Secretary Roderick Paige cited the new data as evidence that federal education policy has not addressed the needs of low-achieving students. " After decades of business-as-usual school reform, too many of our nation's children still cannot read," said Secretary Paige.

The idea was simple - to create a memorial flag that could be

With an initial investment of only $50, Harvey Dean, Max Lundquest, and Terry Salmans operated the fledgling company on evenings and weekends during the next four years. Today we should have 98% of students reading on grade
level by the end of second grade. By addressing the needs of a child early on,
we can prevent reading failure. Reading and reading disabilities are major
topics of concern to the public and do constitute a public health crisis in this
nation.
Teachers must be taught how to implement phonemic
awareness and decoding skills into their classrooms. They also must be
instructed on how to identify and work with children who need intense
instruction at an early age. The underlying core deficit in comprehension is the
segmenting of words. A child unable to process the sounds in words will have a
difficult time segmenting. Without the ability to decode with automaticity,
accuracy, and fluency, comprehension will be difficult. Teaching all children to read has not really been
addressed by our country. There is a current push to address extrinsic issues
(e.g., poverty, single-parent homes, second language learners, drugs,
economically disadvantaged) in education. These issues are important but will not fix the current
crisis in reading instruction and acquisition. Only intrinsic factors such as
proper reading instruction will unlock the door to a literate workforce in the
21st Century.

School Zone Publishing Company began as The School Zone Learning
Center in 1972. The Learning Center was a retail teachers' supply outlet,
specializing in sales to teachers, with two stores in Grand Rapids, Michigan. About 1974, schools instituted changes in educational methods
that affected the home and schools. Changes included introducing new teaching
methods in math and English and eliminating workbooks provided on a shared basis
for home use. With these changes, parents experienced difficulty finding
educational material for use at home. Local parents turned to the Learning Centers, requesting
workbooks and other at-home teaching aids. In response, the Centers formulated
six workbooks and printed 1,000 copies of each. The books sold out in six
months. An expanded workbook series was developed and received equally
enthusiastic acceptance. School Zone Publishing Company was incorporated in 1979. A new
line of workbooks had been written and illustrated by late 1979. In January
1980, the line was printed and School Zone began operations. Market response was
extremely favorable. The product line has expanded yearly and currently includes
almost two hundred educational products.
